The prewar licensing system was built on coercive practices and a sophisticated trafficking network that the League of Nations condemned as a violation of human rights.

Many of the concessionaires hired by the Japanese military to round up women for its wartime sex venues abroad were the same people who had been formally authorized by the state to buy, sell, and sexually exploit young women in Japan.
